Everyone knows to send BUZZ on Yahoo Messenger. People, usually, use it to gain attention from someone else when that someone is not responding in a reasonable amount of time. All we have to do is to press that BUZZ button. In order to do not disturb very much the conversation partner with BUZZes the Yahoo guys thought to restrict you by allowing you to use again this BUZZ button only after 6-7 seconds.
